James Clary Jim founded JCA in Dallas in 1984 as a solo practitioner. Prior to forming JCA, Jim served as Vice President of Trinity Consultants and was a Consulting Meteorologist with Dames & Moore. Jim is an authority on the 1990 Clean Air Act regulations including NSR, PSD, BACT, and NSPS requirements. He has conducted numerous dispersion modeling studies and has prepared more than 100 NSR permits. Jim has managed or served as Senior Investigator on over 200 projects including PSD permits, SIP revisions, BIF permits, Title V operating permits, and toxic gas release evaluations. Jim also has experience with dispersion model development and has developed and received EPA approval for a simple/complex terrain dispersion model. Jim has served as an expert witness in numerous toxic tort cases and permitting hearings. Jim earned a B.S. and a M. S. in Meteorology from Florida State University. Stephen Beene, a ten year JCA veteran, has conducted a wide range of air permitting and compliance projects including federal and state permitting and emission inventory calculations. Stephen has assisted clients in developing complex permitting strategies and has performed numerous short and long range air dispersion modeling studies. Stephen has provided consulting services to clients in numerous industries including chemical manufacturing, portland cement manufacturing, electric utilities, natural gas processing, paper production, and military bases. Stephen also has experience conducting historical reviews of industrial facilities to determine compliance with federal and state air quality regulatory requirements. He has also conducted complex air dispersion modeling studies of chemical releases on several litigation cases. Stephen earned a B.S. and a M.S. in Agricultural Engineering from Texas A&M University.
